In 2025, the G20 South African Presidency convened the High-Level Independent Panel to advance an international strategy to mobilize resources, coordination, and political will for pandemic preparedness and response financing. The Panel’s report, Closing the Deal: Financing Our Security Against Pandemic Threats, recommends five solutions to expand access to medical countermeasures during public health emergencies and to strengthen the financing and mobilization of domestic resources for pandemic preparedness.
Since its launch at the G20 Summit, the report has had a major impact with endorsements from world leaders. Looking ahead to 2026, the Panel plans to move into an implementation phase.
