The National Academy of Medicine’s Leadership Consortium: Collaboration for a Learning Health System held a webinar on November 30, 2022 from 11:30 am – 1:00 pm EST to discuss key findings from the recently released NAM Special Publication, Emerging Stronger from COVID-19: Priorities for Health System Transformation, and related next steps. Emerging Stronger presents the findings from detailed assessments conducted by leaders of 9 health system sectors on the impact of the COVID-19 pandemic on their sectors. A special concluding chapter identified opportunities for system-wide health transformation imperatives related to common challenges across the sectors.
This webinar highlighted three major issues – systemic fragmentation, perverse incentives, and structural inequities – that hindered each sector’s COVID-19 response and continue to pose barriers to health system transformation. A panel of experts who authored the assessments spoke to how these challenges manifested in the sectors they represent and innovations worth keeping/expanding on moving forward.
The second portion of the webinar focused on the next steps, specifically the formation of a national Commission to address the cross-sector challenges listed above. A second expert panel provided reactions to the Commission’s vision and mission, drawing on the perspectives of the sectors they represent.
The NAM Leadership Consortium stewards cooperation across multiple sectors to align science, informatics, incentives, and culture for transformative gains in effectiveness, efficiency, equity, and continuous learning throughout health and health care—i.e. to advance a continuously learning health system. Emerging Fairer & Stronger from COVID-19 has been launched by the Consortium to capture and apply the critical lessons from the pandemic experience and to accelerate the achievement of the transformative imperatives, in particular, the imperative to eliminate systemic inequities.

The NAM and organizational partners will discuss the formation of a national Commission to reverse alarming declines in U.S. life expectancy; shortfalls in health and health care effectiveness, efficiency, equity, and learning; and threats to national productivity and competitiveness. A panel of reactors will offer reflections drawing on the perspectives of the sectors they represent.
